The Reference to Balaam was supposed to be Numbers. We made the correction.
We believe that the author is using the Ezekiel 34 passage to show how God intended the shepherds to treat their animals, which it does, even though the passage is using this example to show how the religious leaders are neglecting and extorting their congregations.
