We have discussed this, and there is general consensus that animal agriculture is generally not the answer for impoverished communities.
When one thinks about it, baby animals are generally very inexpensive -- the question (from the perspective of feeding people, not animal welfare) is whether it's "worth it" to grow animals for food and/or maintain adult animals to do work. So, I can envision lots of impoverished people pleased to get free animals, but I would expect many to kill the animals when they find that the animals consume more food than they are "worth."
What impoverished people need is knowledge and skill for sustainable agriculture. This requires an intimate understanding of their own land, water, and other reserves. To the best of my knowledge, Heifer International does not supply this.
