Citation: While doing SPS inspection in the storage/student welfare room with EIAO at approximately 0930 we found evidence of rodent activity, there was mouse droppings along the south wall of the storage/student welfare room. The pipe for the cooling units the goes thur the outside wall has gaps big enough for rodents to get into the plant from the outside. I went outside to observe this pipe and there was a big enough gap for mice to get it. The door to the storage/student welfare room was open to the processing room so processing room and slaughter room was rejected with reject tag #B35338245. I also inspected the USDA inspector’s office and found a rodent trap that had 2 dead mice in side of trap and both mice are decomposed. There were also mouse droppings along the south and west walls in the USDA office. There was a small hole in the south west corner by the floor that rodents could enter from the outside. There was no processing or slaughter activity had started for the day. There for no product was affected. was informed of the noncompliance with 416.(a) and 416.2(b)(2)and told that operations could not start until all corrective actions and preventative measure have been completed.
416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.
