Citation: At approximately 0355, while performing preoperational sanitation after plants release to USDA, I observed the following noncompliances: 1. I observed six small silver tanks and two white carts, which had vermin (gnats) in the bottoms of the units. There was two or more gnats in each unit. These tanks were cleaned in my presence. 2. In the Poss room, I observed the poss machine to have product residue (fat, meat) inside the hopper. The residue was too numerous to count. The residue was from previous production. 3. The V-mag had product residue (fat, meat) behind the control panel. The residue was too numerous to count. 4. Several areas of the floor had product residue (meat, fat) from previous production. This residue was too numerous to count. Areas 1 and 2 are product contact areas. I rejected the Poss Room at 0412 hours, with USDA tag #B37853320. At 0425 hours, (Sanitation Manager) was informed of the noncompliances. I reinspected and released the area. When I reviewed the plants records, I found that these areas were released and found acceptable at 0345 hours. This is a violation of 9CFR 416.4 (a), (b), 416.13(c), and your own SSOP Plan. Past Similar NRs - Previous Ineffective Plant Actions: Monitoring of sanitation performance didn't prohibit the ineffectiveness of sanitation personnel. NR: 17-2010 dated 6/23/2010. This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
