Violation: 416.14, 416.15(b), 416.2(b)(2), 416.2(d)
Citation: At approximately 0405 hours, while performing preoperational sanitation after Quality Assurance's release to USDA, I found the following noncompliances in st processing area: 1) At the chicken soaker, I observed heavy beaded condensation on the concrete above the soaker. The soaker area was reject at 0405 hours. No tag was applied as I moved on throughout the establishment then went back when it was ready. 2) At the turkey chiller area, I observed heavy beaded condensation on the concrete above the chiller. The total area of condensation went from the front of the chiller to the exit end of the chiller. The area was reject at 0435 hours. No tag was applied as I went to the office until they were ready for me. Mr. (Sanitation Foreman was notified of the noncompliance. This is the direct violation of 9 CFR 416.2(d), 416.14, 416.2(b)(2), 416.15(b), as well as the plant's own SSOP plan, SSOP # 1. Upon reviewing the plant's preoperational records, the areas of the noncompliance were found acceptable by Quality Assurance Technician. A similar occurrence was documented on 9/13/2011, under the NR cited in block # 6a of this document. The proposed corrective actions and preventative measures were ineffective as demonstrated by today's regulatory noncompliance. Failure to initiate effective corrective actions and preventative measures could result in additional regulatory and/or administrative action.
416.14 Each official establishment shall routinely evaluate the effectiveness of the Sanitation SOP’s and the procedures therein in preventing direct contamination or adulteration of product(s) and shall revise both as necessary to keep them effective and current with respect to changes in facilities, equipment, utensils, operations, or personnel.
416.15(b) Corrective actions include procedures to ensure appropriate disposition of product(s) that may be contaminated, restore sanitary conditions, and prevent the recurrence of direct contamination or adulteration of product( s), including appropriate reevaluation and modification of the Sanitation SOP’s and the procedures specified therein or appropriate improvements in the execution of the Sanitation SOP’s or the procedures specified therein.
416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.
416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.
