Citation: The following non-compliance was observed in the chicken chilling area this morning at 05:20 am while performing an operational sanitation review and observation task: An area of beaded condensation covering an area of approximately 6 feet by 20 feet on the ceiling directly above the chicken chiller was observed. There were no employees in the area attempting to remove or control the build up of condensation. I notified 1st Processing Superintendent of my findings. He initiated corrective actions at that time. A review of the available records document that about 15 minutes earlier at 05:04 am, that all conditions, including condensation, were found acceptable with no deficiencies noted. No condensation was observed dripping into the chiller during my inspection, therefore, official control actions were not required. The requirements of parts 416.2(d) and 416.4(d) of 9 CFR as well as the plants SSOP program were not met. A similar occurrence was documented on NR # ARE0011114823N/1, dated 11/23/2011. The establishments’ proposed further planned action noted as: “#1) A pipe wiper will be staffed in 1st processing to wipe condensation throughout 1st processing. This person will circulate through 1st processing wiping condensation as needed. This person will be assigned to this duty until further notice.” The proposed further planned actions were either inadequate or not properly applied as demonstrated by today’s’ regulatory and SSOP failure. Failure to initiate effective corrective actions could result in additional regulatory and/or administrative actions.
416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
