Dear Dr. Zerhouni:

We are pleased to hear that you intend to correct the peer review system of the NIH. The waste of our tax dollars on the nicotine research of Eliot Spindel and others at OHSU is very disturbing. Human studies have already proved that smoking by pregnant women causes damage to their unborn children.

Please reevaluate this cruel and unnecessary nicotine research.
