BILL NUMBER S6644 places severe restrictions on DEC-issued kill permits of turkeys and geese. This bill calls for MANDATORY notification to the public before any slaughters ('CULLS') , MANDATORY public meetings before any slaughters, MANDATORY use of humane information first, LIMITS the number of cull permits issued, and BANS donations of slaughtered animals to food banks.  The legislation text can be read here:

THIS BILL IS A DIRECT HIT ON THE DEC's ability to issue kill permits to the USDA and others; Sen. George Latimer is on the same Environmental Committee as Tony Avella, Jose Serrano and other legislators willing to stand up for wildlife. Bill S6644 will set an amazing precedent for stopping future slaughters in general.
