Dear Carrie:
The permission to eat flesh was a reluctant concession to evil human beings, because they refused to stop their killing and eating animals. See the last part of Genesis 8:21 where God confirms that humans are evil from their youth.
It is definitely not a mandate. God wants is to live by His creation and heaven will, where there is no suffering or death.
