First of all, remember that God’s creation and heavenly intent is that there be no suffering or death.
All the flesh eating occurred after the Fall; so, all the raising, killing, and eating of animals is part of this corrupt world, which is not part of God’s heavenly will.
It is best to read the Old Testament in the light of Jesus’ peaceful teachings, which include bring our Father’s heavenly will to earth as it is in heaven.
Just as Jesus taught that it wasn’t God’s will for a man to give a certificate of divorce to his wife, and that Moses only allowed it because of the hardness of heart of the people, we believe that this same understanding also applies to raising and killing animals.
As for the flood, we are told that the whole world was corrupted, which seems to imply that humans had somehow corrupted the animals.
