Well, there is the doubled bladed sword...Most suffering is caused by Man, and God gave Man free will to cause the suffering. So can Man still have free will if God steps in and ends the suffering? The suffering is the consequence of Man's evil influence on the gift of life, and the consequences are provided by God to teach Man right from wrong.

I can pray that Man learns the difference between right and wrong and makes the right choice, but this is up to Man, not God.

So God might be powerless to do anything about it.
