Of course we do not know the mind of God, but I wonder if the sacrificial
system, apart from the sin offering pointing to the final sacrifice of the
redeemer, wasn't God's allowance for their innate desire to worship like the
pagans and pay for their misdeeds. Just as He allowed Israel to
have a king when they demanded one to be like the pagans around them.
Of course, you are absolutely right that God's will was a pure heart and clean life, not rote rituals to remove the remorse of sins.
