Biological vs Social Carrying Capacities
In most cities where lethal methods are employed, the kill quota is based not on the biological carrying capacity of the city, but on the social carrying capacity of the citizenry, where the latter is usually lower than the former. In other words, deer are slaughtered as demanded by human intolerance, not on the limitations of the habitat.
