God did not create suffering. Man did. Man chose and still chooses sin. Suffering and death are a result of sin.
The Book of Romans even tells us that creation is suffering because of man's sin. But Isaiah reminds us there will be a time of perfect peace - God's perfect will - again. This does not change God.
